An eagle is mostly a beak and a brow. The hook of the beak is deeper than any other bird here, and the shadow ridge above the eye is what produces the famous glare - no eyebrow exists, just a hard line where the forehead overhangs. Draw those two right and a rough body still reads as an eagle.
Every bird here starts the same way: one egg for the body, a small circle for the head, and a beak that grows out of the skull rather than sitting on it.

Draw the body as one oval and stop there.
Nearly every bird is one egg-shaped mass with everything else attached to it. Draw the egg in one motion and let its tilt say what the bird is doing.

Draw the skull as a small circle above the body.
Bird heads are smaller relative to the body than beginners expect - usually about a quarter of the body length. Measure against the egg before you commit.

Draw the eye, then fill the pupil.

Draw the wing over the body.
The folded wing lies ON the body, crossing its outline. That overlap is what attaches it - a wing drawn inside the body outline reads as a pattern, not a limb.

Sketch the feather groups on the wing.
Feathers come in groups, and the groups are what you draw - two or three curved rows, not individual feathers. The eye supplies the rest reliably.

Add the legs - further back than they look.

Shape the chest and underside.

Block in the eagle pattern.
Markings follow the body's form - they curve as the body curves. Flat pattern drawn over a round form cancels all the volume you just built.

Suggest the breast feathers - three or four V-marks.
Three or four short V-marks down the breast, each curving with the chest rather than sitting flat, and the whole bird reads as feathered. They also confirm the body's roundness - marks on a form must bend with it, which is the same rule as every stripe and patch on the site.

Put the surface in, and the shadow under the body.

Anything that makes a mark. On paper, press lightly for the first few steps - most of what you draw early is scaffolding you will erase.

If it looks like a parrot, the beak's hook starts too early. An eagle's beak runs forward almost level before the tip curves down - the hook is at the END, not the base.
If the glare is missing, add the brow ridge: one hard straight line over the eye, overhanging it. That line is the whole expression.
If it looks soft, the head feathers are too round. An eagle's neck feathers end in points - three or four V-shapes along the back of the head sharpen everything.
